Tags in loot tables did not work.

I have made a data pack where sheep drop flowers instead of mutton, but when I tested it out, it did not work. I assume I did something wrong, if the download of the pack corrupts it when being downloaded or if it was corrupt because of the site making it downloadable, I would do another strategy instead.
