Paintings can be placed underwater

You can place paintings underwater (I'm not sure this is a bug).

Steps to Reproduce:

1. Make an underwater cave;
2. Place a painting on one the walls;

Observed Results:
The painting is placed underwater.

Expected Results:
Users shouldn't be able to place paintings underwater.
