Found enchanted fishing rod from shipwreck doesn't work

After founding an enchanted fishing rod with Mending inside a shipwreck I could not use it. I tried throwing the rod into the ocean at several places, but nothing worked.

It didn't even show the animation of the rod flying, only the whole fishing rod moving.

I try to get a clip of it on the weekend.
