Parity Issue: Rooted dirt won't turn into the dirt and drop roots item after tilling with hoe in Java

According to the changelog of the latest Bedrock Beta 1.16.220.52, by tilling rooted dirt with a hoe will turn rooted dirt into regular dirt and pop out roots item. However, this isn't possible in latest Java snapshot.
