Electricity Sparks on Lightning Rods don't render above water

When you place lightning rods on their sides under a layer of water, the electricity sparks that normally appears when a thunderstorm begins does not appear above water. But when you go under the water, the electricity spark particles become visible again.

 

-this is probably another overlooked rendering issue.
