Blocks sometimes respawn/reappear in the Nether

When mining long tunnels in the Nether, sometimes upon returning back to the start some blocks refilled the tunnel blocking the exit. This happened at Y 15 and somewhat consistently happens when mining hundreds of blocks and returning to the start of the tunnel.
