F3+L Profiler Ticks Per Second too high

Ticks per second in the new debug profiler are reported incorrectly, there are too many ticks happening each second, or there is a different definition of Ticks that isn't on the wiki.

What I expected to happen was...:
The log file should say:

"// This is approximately 20 ticks per second. It should be 20 ticks per second"

What actually happened was...:
// This is approximately 52.37 ticks per second. It should be 20 ticks per second

Steps to Reproduce:
1. Run F3+L Profiler

2. Open logs.
