Enchantment table doesn't work

What I expected to happen was...:
I tried to enchant my armor and tools at an enchantment table with no bookshelves around it.

What actually happened was...:
The enchantment table did not display any available enchants for any items I placed within the table.

Steps to Reproduce:
1. Place enchantment table.
2. Deposit enchantable item.
3. Deposit Lapis Lazuli

4. Observe that no available enchants appear.
