Steps to reproduce:
1. Generate a new world with single biome set to lush caves using the seed 2050604715451467079
2. Execute command /execute in minecraft:overworld run tp @s -12.57 38.90 180.36 -1940.69 -7.95
3. You will see a Azalea tree that generated in an underwater cave.
