enchanting does not work

It wont let me enchant anything, I do not even have the option for it.

What I expected to happen was...:
i placed my pick in the enchanter so I could enchant it

What actually happened was...:
No options popped up for enchanting

Steps to Reproduce:
1. Place an item in an enchantment table
2. see that it doesn't work
