Enchantment Table Not functioning

The enchantment table doesnt work. Ive put down some bookshelves around it incase that was the reason for some reason but that didnt work. I used lapis like normal. I dont know if this is an issue with the snapshot or not, this is my first time reporting a bug so I hope !'m doing this right.
