Enchanting does not work

What I expected to happen was...:
When I put in a diamond axe/book I expected enchants to prompt.

What actually happened was...:
Enchants did not appear in the table no matter the item or amount of lapis I put in.

Steps to Reproduce:
1. Open enchant table
2. Place item to enchant (i.e. tool or book)
3. Place lapis in specified slot
