Minecraft Snapshot 21w10a enchanting is not working, the enchanting options are blank

What I expected to happen was...:
when enchanting an item after upgrading the enchanting table does not display enchants 

What actually happened was...:
when enchanting an item after upgrading the enchanting table does not display enchants

Steps to Reproduce:
. upgraded server to 21w10a

2. restarted server...
3. started client and joined server

4. tried to enchant several items and the enchant options are blank
