Can't get horse armor

I wanted to get some horse armor before I got my horse. I made a creative world to find a chest with horse armor in (same seed of course). When I went to the mob spawner in my survival world there was no horse armor. I think my world is updating, but I'm not sure. This is quite an old save too, not sure what version it was last played on.
