Number keys do not work on the game menu with the debug pie

The bug

According to MC-100155, it is intentional that the debug pie is usable even on the game menu (the pause menu). However, it is not completely operational, because you can't press the different number keys to switch between the elements on the debug pie.

Steps to reproduce

1. Press Shift+F3 in any world.
2. Press Esc.
3. Press one of the top row number keys. -->  You cannot see the sub-elements of the debug pie, which you can do while the game is not paused.
