Debug screen doesn't open on first press of F3 after starting Minecraft

When I press F3 the first time after starting the game, it does nothing. When I press it again, it works normally. After that, it continues to work normally.

This didn't happen on my old Windows 7, but now that I am on Windows 10 it does, so it might be related to Windows 10.
