Sculk sensors do not detect fire being put out by rain

The Bug

Sculk sensors do not detect fire being put out by rain.

How to reproduce

1. Place a block of coal
2. Place a sculk sensor within 8 blocks of the block of coal
3. Run this command:

   /weather rain
   

4. Set fire to the block of coal (and wait until the sculk sensor turns off)
   →If the coal block vanishes with the fire then the fire has burned it so try again
   → If the fire is extinguished but the coal block is still there, then notice that the sculk sensor did not turn back on
