Large amounts of axolotls cause performance issues

The Bug

Axolotls' AI is too slow, causing server performance issues.
Compared to other mobs, such as husks, or foxes (which also have a well-developed AI), Axolotls AI causes intensive lag.

How to reproduce:

1. Create the world without any entity
2. Spawn around 300 axolotls
   Notice that ms increases more noticeably, compared to other mobs in the same amount
