stat.fallOneCm is not updated when falling onto a block above y=316

The bug

When falling on top of a block that is on y=317 or above, the fall one cm statistic is not updated

Steps to Reproduce:

1. Place a block at y=319
2. Fly to y=325.
3. Run

   /scoreboard objectives add fall minecraft.custom:minecraft.fall_one_cm

   and

   /scoreboard objectives setdisplay sidebar fall

4. Switch gamemode to survival
   → The scoreboard does not update even though the player fell
