The channeling enchantment doesn't work when thrown at entities inside powder snow

The Bug:

The channeling enchantment doesn't work when thrown at entities inside powder snow.

Steps to Reproduce:

1. Summon a medium-sized area of powder snow by using the command provided below.

   /fill ~5 ~ ~5 ~-5 ~ ~-5 minecraft:powder_snow

2. Set the weather to "thunder" and give yourself a trident enchanted with channeling by using the command provided below.

   /give @s minecraft:trident[minecraft:enchantments={levels:{"minecraft:channeling":1}}]

3. Spawn any entity inside of the powder snow and throw your trident enchanted with channeling at it.
4. Take note as to whether or not the channeling enchantment works when thrown at entities inside powder snow.

Observed Behavior:

The channeling enchantment doesn't work.

Expected Behavior:

The channeling enchantment would work.
