Emerald ore spawning too high

So i have been playing on the 21w08b snapshot version, and I came across a very weird sight. I don't know if this is supposed to be a thing or not, but it surely doesn't seem to be. So it was like this: I was going towards a mountain and I saw an emerald ore on the mountain at the height level 75. I actually liked this bug (may not be a bug idk) but it's better if it's fixed.

Someone wanted the seed and coords so here it is: seed: -1746345218 but sadly I don't remember the cords and it would take hours to find the same mountain again.
