Minecart(s) given subtitles when placed with no associated sound

N.B.: This is not a feature request as I do not believe there should be a sound made when a minecart is placed (unless intended). This most likely is, however, linked to the other subtitle issues with minecarts.

Please refer to the attached images when mentioned.

(Reference to wiki image) The Minecraft wiki correctly informs of many sound issues relevant to minecarts, i.e. missing subtitles (MC-177078, MC-181831 and MC-204124), and sounds options (MC-42132). There is one more.

(Reference to all other pictures) The subtitle "Minecart rolls" shouldn't appear when players put a minecart on a piece of rail. Instead, it should be shown when the minecart moves.

Steps to reproduce:

1. Turn on subtitles
2. Place a minecart

Observed result:
No sound plays but a subtitle appears: wrong subtitle.mp4

Expected result:
Either no subtitle would appear, or the minecart would make an audible sound.
