I found a normal lapis lazuli ore where a deepslate lapis ore is expected to generate

What I expected to happen was...:
Find a deepslate lapis ore at y -13 since at the same y level there were gold deepslate ores. All the ores seen were in caves made of deepslate located in mineshafts. 

What actually happened was...:
There was a normal lapis ore surrounded by deepslate.

Steps to Reproduce:
1. Go to underground areas with deepslate
2. Look for lapis ore (fill command helped me find more normal lapis ore)
