Mineshaft platforms can generate floating when near a connected mineshaft platform

The Bug:

Mineshaft platforms can generate floating when near a connected mineshaft platform.

Here is an example:

Seed: -1374521101267461444
Coordinates: /execute in minecraft:overworld run tp @s 1135.46 -52.00 5.39 -46.77 68.06

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the mineshaft platforms.
3. Take note as to whether or not mineshaft platforms can generate floating when near a connected mineshaft platform.

Observed Behavior:

Mineshaft platforms can generate floating.

Expected Behavior:

Mineshaft platforms would not be able to generate floating.
