(Normal) Lapis Lazuli Ore can still generate under y = 0

As seen in these caves below y = 0, Lapis Lazuli Ore still generates. The Deepslate Lapis Lazuli Ore is never exposed to air, so seeing these (normal) lapis lazuli ores exposed to air where they shouldn't be is highly concerning.
