Water buckets can be used above and below the nether

The bug

It is possible to use a water bucket above Y=256 or below Y=0 in the nether. No water will be placed, but particles will be displayed and the bucket will be emptied. Normally, it shouldn't be possible to use an item like this outside of the buildable world area.

How to reproduce

1. Obtain a water bucket
2. Enter the nether, and go below the bedrock floor
3. Use the water bucket against the bedrock
   Particles are displayed, and the bucket is emptied
