Vines cannot be placed on the sides of 8 layers of snow

The Bug

When snow has 8 layers, vines cannot be placed on the sides of it

Reproduce

Get 8 layers of snow by placing snow on top of each other
Attempt to place vines on the side of it
Notice that you can't place the vines
