Torches not spawning in abandoned mineshafts under y=0

The torches that occasionally spawn in mineshafts on the beams above the player's head are not spawning when that mineshaft is under y=0. I don't know if this is an intentional feature, but it does sort of feel like a disconnect between them and normal mineshafts. Thanks!
