When minecart rails cross over other rails a travelling minecart appears on the lower rail

I created a basic track that has a minecart rail on a bridge over another rail. The minecart that was on the higher rail would temporarily appear on the lower rail as it traveled over the bridge.

tested in - Survival multi-player, single player creative.

The rails were all powered rails in case that makes a difference.
