Dripstone doesn't attach to the underside of the block when using /fill command.

Brief Description: When using ** /fill command with pointed dripstone on the underside of a block makes floating stalagmite.

Steps to reproduce: 
1. Make a platform.
2. Use /fill [coordinate 1] [coordinate 2] minecraft:pointed_dripstone on the underside of the platform. (No space between the platform and the dripstone)

Expected results: When using this command it would create stalactite attached to the underside of a block.
