Players and mobs do not have a burning animation when it rains

Summary:

The player during rain (on the surface) will not have a burning animation from fire and lava.

*Also works on all mobs.

How to Reproduce:

1. Wait or turn on the rain.
2. Set fire to the block below you / place lava (under the mobs).

Observed Results:

The player/mobs does not have the burning animation.

Expected Results:

The player/mobs will have an animation of burning, but as soon as he leaves the block he will be extinguished.
