Z-fighting with paintings and item frames in solid blocks

A painting inside a block of powder snow z-fights with the powder snow.

How to reproduce

1. Place a solid block, and place a painting on the side of the block
2. Use a powder snow bucket on the same side of the solid block that the item frame is placed on, covering the painting with powder snow
3. Remove the solid block
   Z-fighting is visible between the painting and the item frame
