End portal does not activate

I have tried to make the end portal to test projects yet it doesn't appear to be working. I have tried to break the frame and replace it one block at a time but still the same result: Will not activate.

I believe this is a bug within the coding and not some sort of problem on my end. Ive tested this twice and i am not sure what i am missing.

STEPS TO REPRODUCE

1.) go to a creative world.
2.) proceed to build end portal.
3.) if it doesn't light the first time, break the frame and rebuild it one block at a time.
4.) there's your problem.
