Village campfires should not generate too close to trees

We spawned near a village in a tiaga biome.  There were some campfires in the village, but one of them spawned directly under spruce tree leaves (1 block below).  In real life this would set the tree on fire.   It would be nice if campfires had a minimum distance from trees...
