Cheating to get Curse of Binding armor does not work

When you equip a piece of armor to a player with the replaceitem command in a command block, and you give the armor the Curse of Binding enchantment, it says that it has 'Curse of Binding enchantment.level.0'. This happens even if you change the level number.  It also lets you unequip the armor.
