Cant connect to servers

Cant connect to any server. Tried several Clients( Labymod, BLC normal Launcher), tried VPN, deinstalling and installing again, Firewall disabled, Restarted Router. On another PC it works.

This shows up, when i try to connect:

Java.net.ConnectionException: Connection refused: no further information
