Mineshafts platforms can generate floating

The Bug:

Mineshafts platforms can generate floating.

Here is an example:

Seed: -1374521101267461444
Coordinates: /execute in minecraft:overworld run tp @s 87.16 -42.00 -106.68 223.35 46.50

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the mineshaft platform.
3. Take note as to whether or not mineshafts platforms can generate floating.

Observed Behavior:

Mineshafts platforms can generate floating.

Expected Behavior:

Mineshafts platforms would not be able to generate floating.
