explosive bug hight limit

when set off large explosive at y64, the explosion's continues at the bottom of the world directly below where it has been set off.

i used this command to test it
/summon fireball ~ ~1 ~ {ExplosionPower:100,direction:[0.0,0.0,0.0]}
