Chunks not generating visual

This is a 2 in 1 bug, there seems to be a visual bug of chunks not loading often times a few chunks away but more importantly, in this example I have attached, chunks wont load upon entering, and provide a slowed movement when attempting to walk across it. In the water screenshot I am attempting to walk into the water but it doesnt allow me to.
