Selecting nothing and pressing Ctrl+C clears clipboard

This is identical to MC-68497, it says it's fixed, but it isn't

Reproduce:

1. Copy something
2. Paste it.
3. Without having selected any text, try and copy something
4. Paste
-> Nothing is pasted (it copied an empty field of text)
