"Waiting for chunk..." takes significantly longer since 21w05b

1. Create a world in 21w05b
2. Open f3
3. Observe the biome immediatly
4. Run

   /gamemode spectator
   /execute in minecraft:the_nether run tp @s 0 0 0
   /execute in minecraft:the_end run tp @s 0 0 0
   

   Biome briefly displays the overworld biome (MC-214871) before correcting to the new dimension.

1. Create a world in 21w06a
2. Repeat steps
   New "Waiting for chunk..." message appears, and it takes forever to show the biome.

Note: The chunk will load visually while this message displays, it is not a lag issue where the chunk simply is not loading
