Sand, dirt, & gravel doesn't generate on seabed/seafloors

I've noticed that the ocean biomes seafloor doesn't generate gravel, sand or dirt and only comprising of stone. Only shallow waters of the ocean biomes generate it. (Frozen oceans and deep frozen oceans are not affected.)
