Cannot build, mine or destroy blocks within a certain area

When trying to build, mine, or destroy blocks in a certain area of my map, the item momentarily appears (when building) or disappears (when mining or destroying), but then returns to its original state. For example, I cannot destroy the sunflower in the attached screenshot, but when I move further south, I am able to destroy the sunflowers.
