Lava does not generate at the very bottom of noise caves

This was a constant since not long after caves were actually implemented, but now we get exposed bedrock instead.

Implemetation of a "local lava level" (perhaps better called a "magma chamber") system could be considered as a method of fixing this.

This also means that patches of obsidian/magma blocks when underwater sections of caves reach lava level currently no longer generate. While the removal of the underwater caves/ravines that generate these was intended the generation of this layer may not have been.
