Burning arrows do not make a sound when extinguished

The bug

Burning arrows do not make a sound when extinguished. Since fire is being extinguished, a sound would play.

How to reproduce

1. Obtain a bow with the flame enchantment:

   /give @s minecraft:bow[minecraft:enchantments={levels:{"minecraft:flame":1}}]

1. Using the bow, shoot an arrow into water
   No sound is played
