Banner Issue

I am trying to overlap banner designs but it does not register and keeps overriding the 1st design with the second banner design. Also, when I try to use different banner colours and dyes it does not show up, all banners will display a combination of black, white or grey. 

I am running on 1.16.5 and have attached screenshots.
