Redstone doesn't connect vertically on moss blocks

The bug

If you place restone at differents heights, the redstone does't activate on the lower level, this happens if you place the redstone on the new moss block.

How to reproduce:

1. Place a redstone torch with redstone dust next to it
2. Place a moss block on the other end of the redstone dust
3. Place redstone dust on the moss block and down on the floor on the other side
   notice the last placed redstone dust does not light up
