Big Dripleaf can replace waterlogged blocks

Bone Meal can be used on the Big Dripleaf even when it is directly under a waterlogged block making the new Big Dripleaf block replace the waterlogged block

Steps to Reproduce:

Place a Big Dripleaf
Place a block that can be waterlogged on top of the big Dripleaf
Waterlog the waterloggable block
Use Bone Meal on the top block of the Big Dripleaf

Observed Results:

The Big Dripleaf allows the Bone Meal to be used and replaces the waterlogged block

Expected Results:

The Big Dripleaf to not allow Bone Meal to be used when under a waterlogged block and doesn't replace the waterlogged block
