Candle/mob spawner fire particles appear less often when far away

The fire particles that emit from candles seem to appear less often when you're far away from them. I also noticed, after testing a bit, that this happens with the fire particles on mob spawners, too.

I uploaded a short video to youtube (since the file was too large to be uploaded here) that shows this. I also show my video settings in it, in case they have anything to do with this happening.
