Pickaxe less damage than shovel

Can you explain me, for what the pickaxe do it less damage than a shovel, the shovel takes .5 more damage than the pickaxe and in a reality instance the pickaxe makes more damage than de shovel, can you give a solution in this puting more damage in the pickaxe please
